Bill S-2

Latest Update

Bill S-2, An Act to amend the Indian Act (new registration entitlements), continues to be considered by the House of Commons. The Senate passed the Bill with amendments on December 4, 2025. It received first reading in the House of Commons on December 10, 2025, passed second reading on February 27, 2026, and was referred to the Standing Committee on Indigenous and Northern Affairs (INAN).

Bill S-2 addresses long-standing inequities in Indian Act registration, including issues related to historic enfranchisement. Senate amendments also responded to concerns raised by First Nations regarding remaining registration inequities, including the second-generation cut-off.

The Anishinabek Nation continues to advocate for the advancement of Bill S-2 while affirming First Nations' inherent authority to determine their own citizenship and belonging.
